(Bloomberg) -- Prime Minister Keir Starmer said he’s looking to Italy for lessons on tackling the flow of migrants in small boats to Britain’s southern shores.

Speaking after holding a bilateral meeting and working lunch with his Italian counterpart Giorgia Meloni in Rome, Starmer signaled he’ll watch how Italy’s planned new program to process asylum seekers in Albania pans out. He also told reporters in the Italian capital that he’s “very interested” in measures Meloni has taken upstream in the countries of origin of migrants, which had cut arrivals in Italy “quite significantly.”
“We are pragmatists first and foremost: when we see a challenge, we discuss with our friends and allies the different approaches that are being taken, and look at what works,” Starmer said. “I have always said preventing people leaving their country in the first place is far better than trying to deal with those that have arrived in any of our countries.”
Starmer, in office for 2 1/2 months — is trying to find ways to cut the volume of migrants reaching Britain in small boats from France after the number of those making crossings surged to the tens of thousands in recent years. He’s casting around for fresh ideas on how to achieve that after scrapping a plan by his Conservative predecessor Rishi Sunak to deport arrivals to Rwanda.
Britain had yet to get any deportation flights off the ground despite sending hundreds of millions of pounds to the African nation. Meanwhile earlier this year, arrivals across the channel had surged to a record, though the year-to-date total has since dipped under levels seen in 2022.
Meloni — who spoke in Italian — said the key to cracking down on criminal people-smuggling gangs is to “follow the money,” a phrase she said in English. She said Italy and the UK would share intelligence in an effort to tackle the problem.
Earlier this year, Meloni announced a controversial plan to divert migrants seeking to reach the Italian mainland to two hubs built in Albania and run by Italian authorities. But even as Meloni reiterated the plan will move forward, its implementation has stalled due to bureaucratic delays and lack of clarity on the rules to select who will be sent there.
The two leaders also discussed issues including Ukraine, the conflict in Gaza, and business investment. Starmer said it’s important that allies put Ukraine in the “best possible position” to defend itself.
Amid pressure from Ukraine for allies to allow it to fire British Storm Shadow missiles into Russia, Meloni signaled caution, saying “the risk of escalation is one we deal with every day and requires prudence.” Starmer has been seeking support in the US and among Ukraine’s European allies for Ukraine to use Storm Shadow on Russian territory. The UK will also discuss the proposal in coming days with France and Germany.
While Meloni, of the Brothers of Italy party has been a staunch supporter of Ukraine since taking office in 2022, her position is not fully shared by coalition ally Matteo Salvini of the Northern League, who has questioned Rome’s ability to back Kyiv’s efforts. Moreover, Foreign Minister Antonio Tajani — a member of a third coalition party, Forza Italia — has sounded a note of caution on any decisions on long-range weapons, telling the Corriere della Sera that it’s “up to each country” to decide.
Starmer — who held a round table with Italian businesses earlier on Monday — also announced nearly half a billion pounds of investment by Leonardo SpA and Marcegaglia Steel SpA in the UK, a move his office said would boost British jobs in the industrial sector.
Defense firm Leonardo will spend £435 million ($574 million) at its site in Yeovil, southwest England, as well as in research and development programs across Britain, where it operates in 8 locations, Starmer’s office said. Marcegaglia will spend £50 million to build an electric arc furnace at its steel plant in Sheffield, northern England.
The British premier has pledged to reset relations with European nations following a fractious 8 years during which the UK voted for Brexit and then completed its divorce from the bloc, a move which introduced fresh frictions on trade and strained diplomatic ties with its closest neighbors. Meloni said the two nations had signed a cooperation agreement in an effort to boost cross-border investment.
Starmer affirmed his support for the Global Combat Air Programme, an initiative by the UK, Italy and Japan to develop new fighter jets, describing it as a “vital project.” It was the premier’s strongest backing for the plan yet, amid an ongoing UK government review of its defense priorities. Previously Starmer has stopped short of guaranteeing the UK’s support for GCAP in future.

The prime minister has said the UK has moved "from a government of gimmicks to a government of pragmatism" as he attempts to tackle the small boat crisis.
Sir Keir Starmer is in Rome to hold talks with his Italian counterpart Giorgia Meloni about a range of issues, including irregular migration and her controversial plans to process asylum seekers in Albania .

Ahead of the meeting, he said her efforts had led to "dramatic reductions" of boat arrivals - around 60% - and he "wanted to understand how that came about".
But pushed on whether he would be seeking to replicate the Albania scheme, which has caused concern among human rights campaigners, Sir Keir insisted his focus was still on "taking down the gangs that run this vile trade".

"We discussed the Albania arrangement, which is not up and running yet... therefore we don't yet know the outcome of it," he said.
"We discussed the concept of it, along with the prevention piece as well, because the numbers here, as I've said, have gone down quite significantly. That's actually not attributable, of course, to the Albania scheme because that hasn't started.
"That, in my view, is more likely attributable to the work that the prime minister has done upstream... with some of the countries where migrants are coming from."
He added: "I've always made the argument that preventing people leaving their country in the first place is far better than trying to deal with those that have arrived in any of our countries. So I was very interested in that.
"In a sense today was a return... to British pragmatism. We are pragmatists first and foremost, when we see a challenge, we discuss with our friends and allies the different approaches that are being taken, look at what works, and that's the approach that we've taken today - and it's been a very productive day."
The Albania scheme has been compared by some to the previous Conservative government's Rwanda deportation plan , which Labour scrapped days after it entered office.
But the main difference is those granted asylum after processing in Albania would then be allowed to live in Italy, instead of remaining in the third country.

Pointing to his predecessor's plans, the prime minister said: "We've moved from a government of gimmicks to a government of pragmatism, and that means that I'm utterly focused on what I think is the most likely deterrent and effective way of dealing with unlawful migration, and that is to take down the gangs that are running this vile trade.
"Of course it's a problem when we've got people arriving into the UK who are arriving unlawfully across the Channel or any other routes. And of course, every government has the responsibility of making sure our borders are secure.
"But rather than a gimmick which, as you know, cost £700m to persuade four volunteers to go to Rwanda, we have gone down the road of pragmatism already."
Sir Keir said his government would instead focus on the work of its new Border Security Command - whose new chief was confirmed last night as former National Police Chiefs' Council chair Martin Hewitt - as well as sending people back to their countries of origin if they are not entitled to be in the UK and doing "upstream" work in the countries people are travelling from.
"That's what this is about," he said. "It's about the politics of pragmatism. The British are very good at pragmatism. It's what we've been known for over the years, which is seeing a problem and actually rolling up our sleeves and thinking through which is the most effective way to deal with it.
"Under the last government, in my view, we had a gimmick that didn't work, and cost an absolute fortune. And we're not interested in that."

Sir Keir's visit is the latest in a series of trips around Europe as he seeks to reset relations with the EU post-Brexit, calling it a "new era".
It also comes after another 1,000 asylum seekers arrived in the UK after making the dangerous crossing over the weekend, with eight people dying in the Channel on Saturday night after their boat crashed into rocks off the coast of France.
Campaigners said the deaths were an "avoidable tragedy", and Amnesty International UK repeated calls for the government to create more safe and legal routes for asylum seekers to come to the UK.
A spokesperson for the group said: "The government should be trying to restore the UK's battered reputation on refugee issues by repairing an asylum system that's been deliberately sabotaged by successive home secretaries stretching back years."
But earlier, a Number 10 spokesperson said there were no plans to introduce more legal asylum routes to the UK.

As the name suggests, this dry bag is pleasingly lightweight – we tested out the 13-litre version of this pack, which despite having a good capacity weighs in at just 81g. It packs down super small, so it’s easy to carry with you in case you need it. The 13-litre version of the Lightweight Dry Bag sits in the middle of seven sizes ranging from 1.5 litres to 35 litres, so this design is a good choice if you’re after a matching set that can double up as a packing cube for clothing when you’re travelling.
The recycled nylon fabric of this dry bag is soft to touch but would be believe it may be easier to rip through than some tougher bags we’ve tested. While it may be thin, the material is still splashproof (but not submergible) and the bag features a roll top closure, taped seams and a light-reflecting white interior for better visibility when you’re sorting kit inside it.
The oval base also makes it easy to stand this design up. We like a bag made with planet-friendly materials, and Sea to Summit use recycled, traceable 70D nylon fabric here and waterproof it with a non-PFC DWR finish. You can buy a dry bag strap to fit the bag separately – we’d have preferred this to be included to make this design more versatile. Musto’s Evo collection was designed with sailors in mind. These dry bags look and feel like great quality – if you’re after something splashproof they’re a solid all-rounder for sailing and water sports alike. This 20-litre version of the Dry Tube design was reliably water-resistant on test. We wouldn’t class this as a fully waterproof bag and you can’t submerge it, but it will withstand rain and splashes, so it’s better used near water rather than where there’s a likelihood of it getting dumped overboard.
It’s also tough enough to chuck about on boats and bikes or to attach to the outside of a mountaineering backpack and that’s why it has made it to our best small waterproof bags list. A clever translucent panel means you can see what is inside at a glance – this feature is great when you’re packing multiple dry bags full of kit for adventure camping or for international travels – and also makes seeing inside the pack easy.
We’d pick the black colourway over the light grey version of the Evo Dry, as the lighter hue could get dirty easily. The included strap is of decent quality (although there’s no padding so while it’s comfortable enough to sling over your shoulder, we wouldn’t carry it far). When the bag is rolled up, the buckle doubles up as a grab handle – a fantastic feature which makes this option easy to transport. We like the sleek looks of this black and yellow dry bag – it lives up to the best small waterproof bags material. What you see is what you get here – a fuss-free pack made of diamond weave ripstop nylon and with a plastic interior that is easy to keep clean and to wipe dry after adventures. We did notice on test that the material Bluewater bag felt a bit thinner and flimsier than some other dry bags we tried out, and it might not withstand chucking about or dumping on rough terrain as some sturdier models would.
The roll top of this bag is easy to do up quickly and securely, but the clips also felt flimsier to handle than those of other models, and there are no lash loops for securing this bag in place on deck or when you’re using it for water sports. We did like that the Survival Bluewater is a cube in shape once it’s full and rolled down – it’s designed to be packed with multiple others and is handy for maximising packing space in a narrow hold or if you’re playing Tetris with your belongings in bike panniers or a in a small tent.
The square design also makes it easier to pop this dry bag inside a backpack, so it’s great as a waterproof liner if you’re heading on land camping or hiking after in wet weather. Taped seams held water back from contents when we splashed this bag on test, so it’s a good choice for stashing valuables in. At under 110g, this bag barely weighs anything and won’t take up room when it’s not in use, so we’d recommend it as a packing cube for storing clothing and valuables rather than for water sports.

Mustang’s Highwater is exactly what it looks like – a dry bag you can also pop on your back thanks to simple shoulder straps. It’s worth noting that this is not a pack we’d use for extended hiking – but it does work well as a waterproof container you can wear if needed, so it’s ideal for paddleboarding excursions, walking to a wild swim spot or for popping a weekend’s worth of clothes in for a boat trip.
A roll top entry makes it quick to stash kit and then seal the bag, and watertight seams stopped any splashes getting through on test. This pack has more external features than most dry bags, including three handy stretchy mesh pockets which are great for quickly storing clothing and kit on the go. The interior is black, which does make it hard to see what you’ve squirrelled away. The shoulder straps are foam padded and there’s a sternum clip – they’re comfortable for a few miles but not structured enough for a proper trek (despite Mustang’s claim of ‘all-day comfort’).
Where this design does stand out compared to other backpack designs is for its light weight – at under 600g it won’t weigh you down. There are no dedicated lash loops but you can use the straps to cinch this pack to a board or a bike. We reckoned despite that being a versatile pick this is quite a pricy option for such a simple design – there are more affordable best small waterproof bags on the market.

While this is the largest bag on our list, the fully waterproof backpack is comfortable enough to hike proper distances with is a rare – but the Red Equipment have found the perfect formula with this adventure pack. There’s everything we’d expect to find in a decent trekking pack here – well-padded shoulder straps and a chest strap are comfortable to wear, and mesh panels wick away sweat. There are plenty of external pockets including stretchy water bottle pockets and a zipped external compartment ideal for stashing wet kit in.
Red then add in extras to make this pack ideal for water sports and aquatic adventures including waterproof zippers, a tough, abrasion-resistant base so you can stand the pack upright and a roll-down top to keep everything water resistant. Inside the pack is roomy and there’s a clever removable organiser which you can take out completely and hang up or keep in the pack – it’ll store a small laptop, toiletries and plenty of other bits and bobs. There’s also a small, zipped pocket inside the main bag that’s ideal for stashing away your phone. It’s a pity there’s just one lash loop on a bag with so many other bells and whistles.
The outside material of the Adventure pack is super thick and tough, is easy to keep clean and feels bomb-proof. The nylon is made from recycled materials including plastic bottles, so this is a more eco-conscious pick than most. The compromise is that this is quite a heavy pack compared to a simply dry bag. We tested out the smart but muted blue version of this bag, which features reflective details that make you more visible when hiking and cycling after dark.

You’ll be easy to spot if you’re sporting Itiwit’s bright duffle bag. This vividly-coloured dry bag is available in sunshine yellow or neon orange, both ideal for being seen by other water users when you’re on or near the ocean or a river. Itiwit is one of sporting goods retailer Decathlon’s stable of in-house brands, and we reckon it offers great value for money all round – this handy little bag is a steal at under £10.
This design is dinky enough to work as a sort of outdoor handbag – sling it over your shoulder to keep valuables such as your phone and your wallet within reach but protected from splashes when you’re paddleboarding, kayaking or just out walking the dog in horrible weather.
The Itiwit bag has good solid clips and a simple but adequate strap (it isn’t padded, but then again this bag is too small to be too heavy when slung on one shoulder). There’s a top clip that works like a lash loop, so you can add a carabiner and attach this to another bag or a bit of equipment.
Our favourite feature was the numbered stencilling on the outside of the polyester material so that you can see if you’ve folded this bag far enough before you secure it – we’d love it if all dry bags had this feature. This bag is only ‘waterproof to splashes’ and should not be immersed according to Decathlon – on test we found it let in water after a minute when submerged. Ideal for popping your phone in for more relaxed activities near water.

The PM, who announced he was axing the Conservative’s Rwanda policy as one of his first moves in office, declared there would be “no more gimmicks” to curb migration.
Home Secretary Yvette Cooper has dismissed the similarities between the Italian’s deal with Albania and the Tories Rwanda policy.
“It’s very, very different. So the arrangement that they have in place – and look, it’s not working yet, so we don’t know how it will play out – but it is a very, very different approach,” she told Good Morning Britain.

Ed Davey, leader of the Liberal Democrat party, has said Keir Starmer made a mistake by ruling out Britain rejoining the EU single market.
Sir Keir has ruled out a return to the single market, which allows the free movement of goods, services, capital and people within the EU.
And the PM has gone as far as saying he does not think the UK will rejoin the single market in his lifetime.

Italy’s planned third-country processing deal with Albania is “very, very different” from the previous UK government’s Rwanda scheme, Yvette Cooper has said.
The Home Secretary told Good Morning Britain : “It’s very, very different. So the arrangement that they have in place – and look, it’s not working yet, so we don’t know how it will play out – but it is a very, very different approach.
“First of all, this is Italian processing taking place in Albania. It has UNHCR oversight, so it is being monitored to make sure that it meets international standards.
“It’s being done in cooperation between those two countries, and what they’re actually doing is looking at those people who arrive in Italy, who have come from predominantly safe countries, and they’re using it as a way to try and fast-track decisions and returns.
“Now we think there is another way we can fast-track decisions and returns for people who arrive from predominantly safer countries.
“We should be fast-tracking those cases. We should be making sure you don’t have people spending years in the asylum system, which ends up being hugely costly, hugely chaotic. That’s the system we’ve inherited.”
The Home Secretary has said the Government has a “moral imperative” to reduce small boat crossings.
Responding to criticism of Italy’s migration policy, Yvette Cooper told BBC Breakfast : “We’ve always had a history of working with governments that have different political parties that are not aligned.
“That is a sensible thing for any government to do. We have to work with democratically elected governments, particularly those who are our nearest neighbours, and particularly those where we have shared challenges that we have to face.”
On potential violations of migrants’ human rights in Italy, Ms Cooper said: “I don’t think it’s immoral to go after the criminal gangs. Quite the opposite. I think it’s actually a moral imperative to make sure that we are pursuing the criminal gangs who are putting lives at risk.”
The Government is looking to Italian-style migration policies in a number of areas, including a deal with Albania and a “major returns” scheme, the Home Secretary has said.
Yvette Cooper said there are four different policies the Italians have which interest the UK government.
“The first is the work that they are doing around organised immigration crime,” she told BBC Breakfast .
“That’s the work that we are substantially gearing up, where we will be doing a huge technology upgrade as well, and where we want to work with Italy, with Germany, with other European countries, with France as well.
“The second thing they’re doing is they’re working with other countries upstream to prevent people leaving North Africa in the first place…working with Tunisia, we think we should be part of those international co-operations as well.
“The third thing they’re doing is major returns. So they’re speeding up returns for those who don’t have a right to be there. We’ve been doing that through the summer as well, so we’ve had a substantial increase in returns for people who don’t have a right to be in the UK, because the rules need to be respected and enforced.
“The fourth thing they’re doing is the Albania programme, but that hasn’t started yet, so we’ll need to see what that does. It’s very different from the Rwanda partnership that the UK government had, and we’ll have to see how that plays out.”
Sir Keir Starmer is facing fresh criticism over his Government’s decision to cull winter fuel payments, with millions of pensioners set to lose out from Monday.
Tory leadership hopeful James Cleverly said it was an “unbelievably foolish choice” while Liberal Democrat work and pensions spokeswoman Wendy Chamberlain said means-testing the payment worth up to £300 was a “historic mistake”.
Ms Chamberlain said: “This new Government is set to make a historic mistake today as millions of pensioners see their winter fuel payments cut.
“Scrapping winter fuel payments for most pensioners including many in poverty is completely wrong. It’s not too late for ministers to change course.
“Liberal Democrats will fight tooth and nail to reverse this cut. We’ll be using our record number of MPs in Parliament to hold the Government to account on this issue and fight for a fair deal for pensioners.”

Speaking after holding a bilateral meeting and working lunch with his Italian counterpart Giorgia Meloni in Rome, Starmer signaled he’ll watch how Italy’s planned new program to process asylum seekers in Albania pans out. He also told reporters in the Italian capital that he’s “very interested” in measures Meloni has taken upstream in the countries of origin of migrants, which had cut arrivals in Italy “quite significantly.”
