What Qualifications Do You Need to Drive a Powerboat ─ Age Restrictions and License Requirements
So, you want to take to the seas in a powerboat? While it may be every sailor’s dream, there are a few qualifications you need to meet before you can enjoy your seafaring adventure. Read on to find out what these qualifications are and how you can get yourself started on the open waters!
Overview of UK Powerboat Driving Qualifications
There are various qualifications available to operate a powerboat, depending on the type and size. In the UK, the Royal Yachting Association (RYA) offers several different qualifications, ensuring that everyone is operating their boat safely and in line with legal requirements.
- Level 2 Powerboat: This category includes any craft up to 8m in length, with an engine of up to 150 horsepower. The Powerboat Training School mainly covers essential boat handling skills such as launching and recovery, man overboard drills, and collision regulations skills. To apply for the RYA National Powerboat Level 2 certificate applicants must be at least 16 years old.
- Level 3 Powerboat: This is for powerful motor boats between 8-12 meters powered by a greater than 150 horsepower engine. It builds on Level 2 training and introduces more advanced boat handling techniques such as navigation around boats, mooring maneuvers, and anchoring in different conditions. Applicants must be at least 17 years old to apply for this certificate.
- Commercial Endorsement: Those holding either a Level 2 or Level 3 Powerboat Certificate may want to add an endorsement for commercial purposes such as tuition or chartering services. This requires additional training related to commercial operations such as health & safety protocols, communications procedures with ports/harbors, etc., insurance implications plus CAP 437 Offshore helideck operations (for vessels greater than 24 meters). Applicants must also have either a Marine Radio Licence VHF or Short Range Certificate (SRC).
How to get a license?
Anyone over the age of 12 but under 16 can take a powerboat on most waters without adult supervision – provided they have completed an approved course run by the Royal Yachting Association. However, in order to operate any powered craft, including a powerboat, over the age of 16 you must hold a valid license.
The Powerboat Level 2 license – also known as the National Powerboat Certificate – is compatible with both inland and coastal waters and is recognized by most major marinas. To obtain this qualification you must:
- Undertake at least 4 hours of RYA-approved Powerboating training with a qualified instructor prior to taking the assessment.
- Pass an RYA Theory Examination on Personal Watercraft (PWC) regulations and rules of the sea.
- Demonstrate how to use additional equipment such as charts, compasses or navigation aids, etc.
- Pass an assessment in practical boat handling skills such as man overboard recovery or anchoring techniques using additional ropes and fenders.
- Know practical safety details like engine checks and man overboard skills etc.
- Be proficient in buoyage knowledge – understanding symbols like red/green barricades used in navigation markings on waterways/seaways, etc.
Different Types of Licenses
The Royal Yachting Association (RYA) is the governing body for recreational boating in the UK, and they issue two main types of powerboat licenses. The first is known as the National Powerboat Certificate (NPC) and the second is called a Coastal Skipper/ Yachtmaster offshore certificate . To obtain either of these certificates, you must pass an RYA-approved course.
- National Powerboat Certificate: This qualification is ideal for those wishing to operate smaller craft, such as sports boats and small motor cruisers. The NPC covers both theory and practical aspects of boat handling, navigation, and safety at sea, as well as providing instruction on how to maneuver powerboats safely when underway. A minimum age of 12 years old applies to this course.
- Coastal Skipper/Yachtmaster Offshore Certificate: This qualification is more demanding than the NPC and covers more complex navigation techniques along with enhanced boat handling skills suitable for seaworthy vessels up to 24 meters in length. This certificate requires a higher level of competency at sea, including working knowledge of meteorology, regulations, and preparation for sea voyages in larger craft away from the close vicinity ports or other places of refuge. To qualify for this certificate you must be aged 16 or over, have a marina medical form completed by your doctor, and have completed either 5 days of qualified exposure on board a powerboat or 2 days of certified instruction prior to attending the course.
Training Courses Available
If you are looking to get your license to drive a powerboat in the UK then there are a number of training courses that you can take. Training courses usually involve 16 to 20 hours of classroom and on-water instruction, depending on whether you choose an Intensive or Standard course.
The syllabus for each course will cover topics such as boat handling, regulations, and the rules of navigation, launching, mooring, anchoring, and man overboard procedures. At the end of each course, there is a formal assessment where you’ll be expected to demonstrate both practical skills and knowledge acquired throughout the course. Some examiners may also require an oral examination of simple navigation techniques and rules.
Those looking for more comprehensive qualifications can opt for an RYA Advanced Powerboat Course which covers more advanced techniques such as planning coastal passages and helicopter operations at sea in addition to all the topics mentioned above. Depending on previous qualifications or experiences these extra qualifications may not be compulsory but they can certainly broaden your knowledge base when driving powerboats in UK waters .
In conclusion, it is important to note that although there are no legal requirements to drive a powerboat in the UK, it is highly recommended that you receive the appropriate qualifications and instructions before taking to the water. Possessing a qualification will give you greater confidence, improve your safety and allow you a more enjoyable experience out on the water.
A range of courses is available across the UK, depending on your level of skill and experience. Additionally, specific local regulations should be taken into account when operating a powerboat in any particular area. Finally, having adequate insurance cover both for yourself and third-party risks provides an essential safeguard when boating.

A guide to RYA powerboat training for drivers
Whether you are a beginner or an experienced driver, there’s always something new to learn about being on the water.
Why should you consider powerboat training?
In most countries you have to pass a driving test and get an official licence before you can legally drive a powerboat or RIB. There’s no such requirement in Britain (except for very large yachts). Powerboat training and certification are voluntary. Although contrary to what you might expect there are actually fewer boating accidents in UK waters than in many countries that do insist on a formal driving licence.
That said, it’s extremely unwise to take to the water without any knowledge or training. There are plenty of pitfalls including some real potential dangers and many of them can’t be avoided with just common sense.
Boating is statistically very safe in Britain because most people get themselves trained to a higher level than the bare minimum required by a basic exam. The RYA’s (Royal Yachting Association) training scheme is the international gold standard for recreational boating and its certificates are widely recognised abroad.
Good reasons to get trained
There are many good reasons to sign up for at least one training course.
- First and foremost, you will definitely get a lot more enjoyment from your boating if you know what you’re doing – and so will your family and friends.
- If you own your own boat, your insurance premium will almost certainly be lower and your maintenance and repair bills are likely to be much smaller, too.
- A good working knowledge of tide, weather and sea conditions is absolutely essential for safe boating in coastal waters
- Aa training course will teach you some very useful skills, such as high-speed boat handling techniques and parking manoeuvres, which are difficult to figure out on your own.
- Just like driving a car, you need to understand the ‘rules of the road’ including some that aren’t obvious or intuitive.
- A boating certificate also enables you to hire boats and yachts on holidays abroad, charter a boat, or to take your own boat overseas.
Learn locally, or on holiday
There are RYA recognised Training Centres all around the UK. Also, you can do courses in places like Greece, Spain and the Caribbean, combining a hands-on boating course with a holiday and learn the essential skills in hot, sunny weather. Although if you plan to do the majority of your boating in tidal waters, it is worth doing a course in tidal waters. In the UK there are powerboat charter companies and boat sharing Clubs, many of which also offer approved RYA training as part of the induction process.
Most Training Centres are geared up to teach a whole family, either on the same course or on different courses appropriate to their age, knowledge and ambitions. A further option for boat owners, offered by some training centres, is to arrange private tuition from an RYA instructor on your own boat. The obvious advantage of this is that it allows you to learn and practice on the same type of boat that you’re going to be using.
Beginners start here
The RYA scheme starts with two beginners’ courses: Level 1 Start Boating and Powerboat Handling Level 2. Neither of them assume any prior knowledge of boating. (Both courses are offered by Trafalgar Powerboat Training too!)
Level 1 is a one-day introductory session out on the water that covers the basics and gives you the knowledge and skills to drive a boat safely under the supervision of a more experienced person.
Level 2 is the course for you if you want to be independent and self-sufficient on the water. You don’t need to have completed a Level 1 course; you can go straight in at this level. It’s a two-day, hands-on course that covers the essentials you need to enjoy your boat safely in good weather conditions:
- launching & recovery
- boat handling and manoeuvres
- parking techniques – mooring, anchoring & coming alongside
- man overboard rescue
- and much more.
Most insurers expect boat owners to have a Level 2 certificate, or to demonstrate that they have equivalent experience. It’s also the minimum qualification for an International Certificate of Competence (ICC), which you will need if you want to drive boats and yachts abroad.
Essential boating knowledge
After passing your Level 2 course the next step, if possible, is to practice the skills you’ve learned and get some experience. This may be in your own boat, on a holiday or as a member of a shared boating club such as Boat Club Trafalgar .
At the same time, you can start preparing for the RYA Day Skipper course. This is a ‘shore-based’ boating theory course that equips you with the essential knowledge and practical skills needed to confidently and safely navigate your boat:
- weather forecasting
- collision avoidance
- emergency and safety procedures
There’s a lot to learn: about 40 hours of teaching followed by two exam papers. The Day Skipper course can be taken either as a series of short sessions, by distance learning online or as a one-week intensive course. It might seem like a bit of hassle, yet so much crucial and useful knowledge is packed into in this course that it really is worthwhile. Most people tend to do it in the winter months in preparation for the next season.
Intermediate and advanced courses
The next practical on-the-water training course in the RYA scheme, Intermediate, is a two-day session geared towards people who want to go off cruising in large motor yachts and drive high-performance powerboats. The course syllabus assumes that you already have the practical skills and experience of Level 2, plus all of the knowledge that’s covered in the Day Skipper course. It’s strongly recommended that you also have a first aid certificate and a marine VHF radio operator’s licence.
The Intermediate course content includes:
- cruise planning
- boat preparation
- practical pilotage and navigation
- more advanced boat-handling and manoeuvring techniques
- more rigorous man overboard rescue training
An advanced boating theory course called Coastal Skipper/Yachtmaster Offshore follows on from Day Skipper, with another 40 hours of learning and three exams. You’ll need to do that (or at least have the equivalent level of knowledge) before tackling the Advanced practical powerboat course. This is the course for adventurous boaters and for professional boat drivers, training you for:
- longer trips
- navigation at night
- boat handling in challenging weather and sea conditions
The Advanced course is arguably a bit more advanced more than the average leisure RIB or powerboater actually needs. However, it’s highly recommended if you’re planning to go off on an extended cruise.
Specialist skills and informal training
The RYA also offers a range of short, specialist courses that are very useful for some types of boating. These include subjects like radar, sea survival, first aid, VHF radio and diesel engine maintenance.
Most RYA Training Centres can also offer informal training on request – perhaps a one-day refresher course if you haven’t been on the water for a while, or a boat-handling session if you’ve plenty of experience in other types of boats but are either new to fast powerboats and RIBs, or want a session in your own boat.
However, much training you have, it’s no substitute for going out on the water and building up hours and days of practical experience, driving your own boat or other people’s.
Even after years of doing it, you’ll find that you still keep learning. And that’s what makes it so rewarding.

How to get a powerboat licence
After months spent in lockdown, the second half of summer has seen the population escape to the coast, seeking fresh air, vitamin D and freedom. Yet the threat to travel means that for many, that coast is not the Amalfi or d’Azur, it’s the one right here in Blighty. How can we make that more exciting? By getting behind the wheel of a powerboat and trimming the outboard engine to max thrust.
To skipper a powerboat , as opposed to hiring someone to have fun on your behalf, you’ll need a licence. So, GQ set about getting one.
The RYA’s Powerboat Level 2 qualification enables one to take charge of a motor vessel up to ten metres in length, which includes those fast Rigid Inflatable Boats, or RIBs, that Commandos use. Our mission is good times, though you can apply the camo paint if you want. This is the ideal vehicle to wash away those isolation blues and embrace what’s left of the season by slamming across the sea.
The course is a two-day affair with a little bit of classroom work, but mostly you’re out on the water. It starts from £200. We did ours with Urban Truant in Southampton, who have brand new stealthy-looking Honda BF100-powered RIBs and an ex-Royal Marine on staff who can instruct you on that camo paint, as well as how to handle your boat while being fired upon.
For an additional cost (£110), you can also get your short-range radio qualification, which requires a bit of reading but is required if you’re going to skipper a UK-flagged vessel. You may favour the skull and crossbones, but it’ll help keep you and your crew safe to learn how the radio works, the protocols, and what you need to say and when. We got both done in the same 48 hours.
Our heavy-duty aluminium-hulled craft is made by Honda’s boatbuilding partner, Highfield. Called the HX6, it’s 6m long and weighs less than 700kg, yet can accommodate up to 14 people. At the rear is a 100hp VTEC outboard which revs to 6,300rpm. Honda has been a leader in four-stroke marine engines for over 50 years, and has earned a reputation for being very reliable and efficient, like its cars. Between these and the HondaJet , it’s the only manufacturer that can transport you across air, land and sea.
The RIB also boasts a built-in Garmin navigation screen, but we’re taught how to plot our own course using an Imray chart, a Breton plotter and a pair of dividers. It’s good to be able to use both, and any additional apps that might help, so you’re extra confident of where you are and where you’re heading.
After you’ve mastered your latitudes and longitudes, and studied the tides, you’ll need to learn some knots. There’s the round turn and two half-hitches, the clove hitch, the sheet bend, the bowline and the reef knot for starters. Soon you’ll be lassoing cleats and bollards like a nautical cowboy. Next up: tobacco chewing and scurvy.
When you’re ready to fire up the powerboat, you must remember K.N.I.G.HT.S: To start it, you’ll need the key with the Kill cord, to which the skipper attaches themselves. Check it’s in Neutral. Then Ignition. Gently test the Gears go backwards and forwards. The water that spurts from the engine is called the Hot Tail, and if that’s not happening, the engine will overheat. Finally, look back and check the engine rotates from side to side when you move the Steering. Now slip the ropes and you’re good to go.
We head down the River Hamble towards Southampton Water, where we practise what we’ve learned in the classroom and do some manoeuvres, mooring techniques and man-overboard rescues. We use a discarded fender for this, but volunteers are welcome. We also practise anchoring; one needs to check the depth on the charts, then multiply that by at least three to get the correct length of chain. The charts also show where submarine cables lie, which you really don’t want to get caught up on, and all the buoys you’ll encounter, which you should be able to identify by their different colours and shapes which mark where you can and can’t go. Mistake a “south cardinal” for a “north cardinal” and you might end up colliding with a sunken wreck!
On Day 2, we go beyond Southampton Water and into the Solent, getting more comfortable with crossing the pathways of container ships and passenger ferries. Learning to trim the angle of the propeller in the water as speed increases, we surf the waves at a thrilling 30 knots, holding on tight. Remember to always keep your hand on the throttle – that’s even more important than the steering.
It’s a half-hour scream across the high sea to the Isle of Wight and we put into Cowes using our radio skills. The two main channels one needs to know are 80, where you can book a parking space with the marina as though making a dinner reservation, and 16, which is for safety and distress calls. If lives are in danger, you broadcast “MAYDAY”. If the ice in your beer cooler has melted it’s “PAN PAN”, like the French “panne panne”, as in “it’s buggered”. Surprisingly, while it’s illegal to drink while in charge of a commercial vessel, recreational boating in the UK is exempt from alcohol laws, making RIB runs to the Isle of Wight a popular booze cruise. Just be sensible before you try and play chicken with an oil tanker on your way back from the Fisherman’s Arms.
RIB rentals are charged at £200-300 for the day (Urban Truant has its own RIB Club, which costs £175 a year plus £150 whenever you take a boat out), or you can have your own HX6 for around £35,000. In addition, Honda have turn-key boat partnerships with two non-inflatable builders that fall beneath the 10m licence cut-off. There’s Italian speedboat maker Ranieri, which can pack up to 300hp, and the more sedate sub-£10k Maxima, which would make a stylish perch from which to watch Henley Regatta.
The RYA PB2 licence enables the holder to qualify for an International Certificate of Competence, meaning that when normal service is resumed, you can travel far beyond Britain’s waterways and go full Miami Vice .

Powerboat Training UK is a professional but family run RYA Training Centre running the full range of RYA Powerboat Training Courses, Motorboat Training Courses, Shorebased and PWC Training Courses
In tandem with our sister schools – Aquasafe & Marine Education – our focus is on fun, safe and inspiring training. Our main training bases are in Poole and Lymington but we also train people on their own boats throughout the UK, Europe, America, the Caribbean and even in the Middle East. We run courses throughout the year in all weather conditions.

Our clients range from leisure boaters with their first speedboat or ‘jetski’ to clients who have owned boats for many years and now have four berth family cruiser type powerboats or larger 20m motor cruisers. We also train a wide range of commercial clients such as those helming for windfarms, construction projects or working in marinas.
We work with a wide range of military and law enforcement organisations training them both in basic boat handling and more specialist areas such as boarding operations, search and rescue and helicopter transfers.
We hope this site gives you an insight into how we approach our RYA powerboat, motor cruising and jet ski courses and our shorebased and theory courses. That said, no site can ever give you the full picture so do please give us a call or drop us an email or pop in for a coffee – we love to talk boats & training!

Royal Yachting Association (RYA) Powerboat Driving Courses, Lessons & Experiences
Do you want to learn to drive a speed boat? Want to gain the motor boat driving licence (ICC)?
Westminster Boating Base is a RYA approved centre offering RYA Powerboating Levels 2 and Safety Boat Certificates and the International Certificate of Competence (ICC) with CEVNI (Code Europeen des Voies de Navigation Interieure) endorsement. The CEVNI is a required endorsement for anyone using a boat on inland European waterways.
The following information applies to both young people and adults. All courses are run in our own powerboats which are light alloy assault craft with Yamaha High Thrust 60hp outboard engines and Humber Destroyer 5.8m RIBs with 100hp Yamaha outboards. Certificates will be endorsed for planing craft . All our courses take place at our centre on the tidal Thames in London.

RYA Level 2 National Powerboat Certificate
Prerequisites: Minimum age 10 years but they will not be able to gain the RYA Level 2 certificate unless 12 years or over.
The course:
- 2 day course - 16hrs - on the Thames in London
- Recognised nationwide as the standard for hiring a boat.
- is the basis for the International Certificate of Competence (ICC) up to 10m LOA - the paperwork you need to drive a boat in Europe (see below)
- suitable for complete novices
- includes close-quarters handling, planing manoeuvres, man overboard recovery and collision regulations.
- Endorsed for planing craft and course will include coastal elements.
- taught on a maximum ratio of 3 students to 1 instructor per boat
- Continuous learning and assessment - no exam at the end!
To obtain the ICC: The RYA level 2 certificate can be directly converted to an ICC (International Certificate of Competence, min age 16yrs). This is simply a paperwork exercise and the ICC can be obtained from the RYA. The application can be made online or if you prefer we can help you complete the application form on paper. See below for ICC eligibility. Can also include CEVNI test for inland waterways.

International Certificate of Competence (ICC) (pleasure craft)
- This is often thought of as the driving licence for boats.
- An ICC obtained after one of our RYA Powerboat Level 2 courses will endorse you for powerboats up to 10 metres in length.
- There is no engine size restriction.
- The ICC is accepted and required across most of Europe. It is advisable to check with the maritime authorities of individual locations as to the exact requirement.
- Administration fee of £50 payable to the RYA with your application . Free to RYA members.
ELIGIBILITY
The UK ICC issued by the RYA, is issued on behalf of the UK Government under the authorisation of the UK Maritime and Coastguard (MCA). It is issued in conformity with Resolution No. 40 of the United Nations Economic Commission for Europe (UNECE) Working Party on Inland Water Transport.
In accordance with Resolution No. 40, it is only available to a person who fulfils the following eligibility criteria:
- has reached the age of 16; and
- is physically and mentally fit to operate a pleasure craft, and in particular, has sufficient powers of vision and hearing.
Evidence of applicant’s identity and eligibility Before issuing, amending or replacing an ICC the RYA must verify the applicant’s identity and their nationality (as the UK ICC issued by the RYA is not available to the nationals of countries that have adopted Resolution No. 40 unless they are resident in the UK).
You must provide copies of official documents which collectively evidence your name, address, date of birth, nationality and that the photograph you have supplied is a true likeness of you. See part 2 of the ICC application form for details of acceptable documents and a list of the countries that have adopted Resolution No. 40.

The ICC assessment allows the holder to drive powerboats up to 10 metres in length on coastal water. If you want to be able to drive on inland waterways too, see CEVNI test below.
"I have an RYA Powerboat Level 2 certificate" If you hold an RYA Level 2 National Powerboat Certificate you can apply directly to the RYA for the ICC.
"I don't have an RYA Powerboat Level 2 certificate" To get an ICC: Book an RYA Level 2 powerboat course . The price includes the Level 2 certificate.
On successful completion of the course you will be given your Level 2 certificate and the ICC paperwork (signed by the instructor) that you need to send to the RYA (with an administration fee). Once you make your application to the RYA, you should receive your ICC within 21 days, although there is a 2 day fast-track service also available.
"I'm an experienced powerboat driver - without an RYA Powerboat Level 2 certificate" If you are an experienced powerboat driver you can undergo a one-day assessment of your abilities by arrangement with us. For those that have significant experience in driving boats and a thorough knowledge of navigation, a pass can usually be achieved in one day.
A one day direct assessment for experienced helms can be made on a one-to-one basis for £440 (plus administration fee payable to the RYA for the ICC certificate).
CEVNI (Code Europeen Des Voies De Navigation Interieure) Test
This enables legal navigation of inland waterways in many European countries and tests your knowledge of signs, lights and symbols that are commonly used. Its a 30 question multiple-choice paper with a pass-mark set at a minimum of 22 correct answers. You will need to be well read on the signage before taking the test.
If you are booking a RYA Level 2 Powerboat course and want to take the CEVNI test at the same time, we will make time for it during the course - just let your instructors know at the start of the course.
You will need to know your waterway signs, symbols and lights and we advise that you purchase the RYA CEVNI Handbook (available from RYA website HERE ) to aid with your revision.
